Each year the State Auditor’s Office produces a report on the revenues and expenditures of state
government for the prior fiscal year. Auditor Gainer talks about some of the financial activity
included in the 2005 State Dollar. Topics discussed include: General Revenue, Special Revenue,
Rainy Day Fund, West Virginia’s Economy, lottery revenue and the state budget. Auditor Gainer
also explains the difference between general and special revenue as well as the use of the state
purchasing card.

Todd Childers offered a training program for state employees on how to detect financial fraud in
government. Ethics training was a focus of the State Auditor’s Payment Processing Seminar and
the financial fraud class was included in the agenda. Todd talks about recent studies that have
been done concerning government and business fraud.
