State Auditor Glen B. Gainer III will present the Berkeley County Commission with the Thelma J. Stone Memorial Achievement Award.

Why:
The Berkeley County Commission has been recognized by state officers and fellow county commissioners
for outstanding service and innovation in government. In an effort to create more access for the citizens
doing business with Berkeley’s county government, the county has begun scanning and posting public documents
on its website and preparing to take payments online. The county has also added audio and video recordings
of the country commission’s events and meetings for public download, and has initiated “Virtual Courthouse”
view only technology for visitors to www.berkeleycountycomm.org. Other initiatives included improvements
in administration, internal and external government cooperation and fiscal policy.
-note- Auditor Gainer has also been invited to discuss Purchasing Card Program initiatives.
-Thelma J. Stone Award Background Information- The State Tax Commission created the “Annual Special Achievement Award” in 1981 to recognize excellence in county government. Tax Commissioner Michael Caryl renamed the award in honor of Ms. Stone. Thelma J. Stone began her career with the Assessment and Levies Division of the State Tax Department in 1960. She later served as Budget Section Supervisor, Conference Coordinator and Training Officer with the department until her death in 1985. In 1999, the West Virginia State Code was changed making the State Auditor the Chief Inspector and Supervisor of local government offices.
The committee charged with selecting the recipient of this award included: State Auditor Glen B. Gainer III, Karen Disibbio (President, County Commission Association of West Virginia), Vicki Cole (Preston County Commission), Stuart Stickel (Deputy State Auditor and Director of the Chief Inspector Division) and Wade Thompson (Property Tax Director, State Tax Department). Berkeley County was nominated by Deborah Hammond. The committee also recognized the Nicholas County Commission with an Honorable Mention.
