Web-based Training Instructions
Each person entering the Training Program will create an individual training account, which will be used to identify the individual and track their progress to completion of the required training modules. This account will be added to the list of accounts associated with the Agency where the trainee is employed. Each agency coordinator will have access to these accounts and electronic reports. Failure to provide the correct information when creating an account can void any results from testing, including the certificate of completion.

For future reference, the trainee should bookmark this website to their favorites list on the first visit.
- First Page: DO NOT ATTEMPT TO LOGIN BEFORE CREATING YOUR ACCOUNT. The trainee will select "Create a New Account" first. After the account is created, the trainee will login using their email address (USERNAME) and password. The "Create a New Account" link is located toward the bottom of the LOGIN page.
- Account Creation: Contact Information, Part 1: All fields identified with an asterisk * must be completed to successfully create your training account. All information used to create the training account must be the same as your P-Card application. Be sure to include the address of your work location, as it appears on your application.
The trainee will enter their first, middle initial, and last name as it appears on the application form, and subsequently on the P-Card, when issued. All information must match your Citibank application.
The trainee must enter their EPICS number, (State Payroll Identification Number) which can be found on the employee's pay stub or ENOD. If you do not know your payroll identification number, contact your coordinator for assistance. DO NOT enter any numbers in the EPICS field except for state payroll number. This will invalidate the account. Click on the words "Pay Stub" or "ENOD" on the account creation page to see examples of EPICS numbers as they are printed on the ENOD (electronic notice of deposit) or pay stub you receive.
- Contact Information, Part 2: The trainee's work email address is used in the field requiring a "username." If you do not have an email address, STOP NOW. Please contact your agency coordinator for assistance in creating an email account. A unique password must be created to log into the training program. Also, be sure to click on the appropriate classification when creating the training account, whether for State Agency, Higher Ed, or WVARNG Emergency Card training. When the correct information has been placed in each field, the trainee will click on "Enroll in P-Card Training." After enrollment the trainee will be returned to the login page.
- Electronic Training Systems Home Page: After creating the training account, and successfully logging into the training program, the trainee will arrive at the "ETS Home Page." Note the requirement for "Windows Media Player 7" or higher version. This is necessary to view the video portion of the training. Review the menu choices on the left of your screen and become familiar with them. Contact your networking IT support staff if you need help determining your computers capabilities. If your office does not utilize a high speed internet connection, you may encounter problems viewing the training materials. Your networking support staff should be alerted if you have any problems connecting to, or viewing the materials on the training site. For proper operation of this program, Internet browser security settings must allow "cookies."
Firewall security on your agency network may require a lower setting to allow you to see the pop up windows in the training program. Pop up blockers can be turned off in the tools option of your internet browser. If you experience problems, first seek assistance from your networking support staff. If the problem continues, contact the Purchasing Card Training Administrator.
- P-Card Training Courses: Cardholders of Higher Ed and State Agencies are required to take the cardholder and ethics training modules. Coordinators of Higher Ed and State Agencies are required to take the cardholder, coordinator, emergency, and ethics training modules. WVARNG Emergency Cardholders are required to take the WVANG Emergency Cardholder Training and Ethics training.
- The training units consist of basic user knowledge and requirements for P-Card use. All training units may be reviewed as many times as needed before taking the certification quiz. As each unit is completed, the trainee will return to the course menu to make their next selection. A copy of the P-Card Policies and Procedures manual is available for review by clicking on the link provided on the “Training Materials” page. Some questions appearing on your quiz may require reviewing Policies and Procedures before answering. This is permitted.
- Quiz: Once a quiz has been taken and submitted for grading, the trainee will see their quiz results. They will see the questions answered correctly as well as those answered incorrectly. A score of 80% or better is required to pass the quiz.
- The trainee may take the quiz as many times as needed to receive certification. However, should the trainee fail to pass the quiz after several attempts, they should contact their agency coordinator for training assistance. The P-Card Training Administrator is also available to assist in training. After reviewing the material with the coordinator, the trainee may attempt to pass the quiz again.
- Certification: Upon successful completion of the quiz, the trainee will be prompted to "VIEW/PRINT CERTIFICATE OF COMPLETION" from the training program. This will certify completion of the training program and a passing grade on the quiz. Please make sure you retain the coordinator, cardholder, or emergency training certificate as well as the ethics certificate of completion for your records. These records must be available to the State Auditor’s Office P-Card Division upon request.
Included on the certificate is a code number and the date and time the quiz was taken. If the certificate you retain does not include this information, contact the P-Card Training Administrator immediately. Your certificate will also state the training course has been completed.
*Please make sure that your name is listed on the certificate of completion.*
A copy of this certificate must be presented to your agency coordinator to complete all requirements for issuing a P-Card in your name. Depending on your agency, certificates may be required to be submitted electronically or in paper form. Refresher trainees must also present a copy of their certificate to their agency coordinator to certify that training requirements have been met. Refresher training certificates are not required to be submitted to the P-Card Division; however, they must be made available to the State Auditor’s Office P-Card Division upon request.
